SE Asia diplomats hope for restart of NKorea talks

BANDAR SERI BEGAWAN, Brunei (AP) ? Southeast Asian diplomats have not abandoned hope that this week's annual Asian security summit will provide a chance for North Korea and its neighbors to discuss restarting long-dormant disarmament talks on Pyongyang's nuclear weapons program, according to a joint statement released Sunday.

The top diplomats from North Korea and the five other nations involved in the now-stalled nuclear disarmament talks are gathering in Brunei for the Association of Southeast Asian Nation Regional Forum. The international standoff over North Korea's pursuit of nuclear weapons is expected to take center stage, along with other regional issues, including South China Sea territorial disputes.

In the last six months, North Korea has launched a long-range rocket and conducted an atomic test in defiance of U.N. Security Council resolutions banning the regime from nuclear and missile activity. Pyongyang calls the weapons buildup the core of its defense against U.S. aggression, and has vowed to push ahead in constructing the arsenal as long as it feels threatened by the U.S.

Top diplomats from the 10 ASEAN countries urged the six nations involved in past disarmament negotiations ? North Korea, South Korea, the U.S., Japan, Russia and China ? to restart the talks. The disarmament-for-aid talks hosted by Beijing were last held in 2008.

"We emphasized the importance of dialogue aimed at promoting mutual understanding and confidence among all parties concerned with ensuring peace, security and stability on the Korean Peninsula," they said in a joint statement. "In this regard, we recommended that the (regional forum), where all six members to the six-party talks are also participants, could contribute to forging a conducive atmosphere for the resumption of the six-party talks."

Still, it's not clear whether North Korea will hold informal talks with the U.S. or South Korea on the sidelines of the forum. The governments in Seoul and Washington have said they have no immediate plans to meet privately with Pyongyang.

In recent weeks, North Korea has proposed restarting the talks, which once provided Pyongyang with crucial fuel and other aid in exchange for disarmament. But the U.S. and South Korea say North Korea first must demonstrate its sincerity on nuclear disarmament with concrete action.

"Recently, North Korea suddenly started a charm offensive. (South Korea) has always been open to a dialogue, but it will not have a dialogue for the sake of dialogue itself," South Korean Foreign Minister Yun Byung-se said during a meeting with his counterparts from ASEAN countries, China and Japan, according to South Korea's Yonhap news agency.

He said South Korea "hopes to see North Korea take the necessary actions toward denuclearization so that an appropriate environment conducive to the resumption of dialogues, such as the six-party talks, can be resumed," Yonhap said, citing a copy of Yun's remarks.

South Korea's Foreign Ministry said it couldn't immediately confirm the report.

The Southeast Asian diplomats' statement also said ASEAN countries support peaceful efforts toward building a nuclear-free Korean Peninsula and the early resumption of six-party talks.

North Korean Foreign Minister Pak Ui Chun arrived in Brunei on Sunday morning.

Washington, Seoul and Tokyo were reviewing a possible trilateral meeting in Brunei among U.S. Secretary of State John Kerry and his South Korean and Japanese counterparts, according to South Korean officials.

The ASEAN Regional Forum has previously provided a chance to use informal, sideline talks to break stalemates over the nuclear issue. In 2011, top nuclear envoys from the two Koreas met on the sidelines of the forum in Bali, Indonesia, and agreed to work toward a resumption of the six-nation talks. The Koreas' foreign ministers held sideline talks in 2000, 2004, 2005 and 2007, and top diplomats from Pyongyang and Washington also met privately in 2004 and 2008.

Meanwhile, long-raging territorial rifts in the South China Sea remained a thorny issue in Brunei, with the Philippines calling China's recent deployment of naval and paramilitary ships in two disputed shoals part of Beijing's "increasing militarization" of disputed areas that could threaten regional stability.

Chinese surveillance ships seized the Scarborough Shoal last year following a tense standoff with Philippine vessels. Then a few weeks ago, China deployed a frigate, surveillance ships and fishing boats to Second Thomas Shoal, which the Philippines says is part of its regular territory, in a move Filipino diplomats feared could be a prelude to a Chinese takeover of the area.

"This is a violation of the Declaration on the Conduct of Parties in the South China Sea," Philippine Foreign Secretary Albert del Rosario told fellow diplomats, referring to a 2002 accord between China and ASEAN that discourages aggressive moves that can provoke armed confrontations in disputed waters.

Southeast Asian nations wanted to turn the 2002 accord into a stronger, legally binding "code of conduct" to prevent the territorial rifts from turning violent, but China has not stated when it would sit down with ASEAN nations to negotiate such a pact.

In an apparent reference to the Philippines, Chinese Foreign Minister Wang Yi told reporters in Brunei later Sunday that he believes "any activity taken by individual claimant countries to go against the trend will not enjoy the support of the majority of countries and will not succeed either."

Dozens of homes in the Olive Trail area near Highway 38 were evacuated.

Temperatures topped out at 106 degrees in the area as much of California broils under a massive heat wave.

Posh olive oil ?is just a waste of cash?

It costs a lot more than sunflower or vegetable oil and is recommended by top chefs because it is supposed to be healthier.

But these benefits are lost when it is heated, say scientists.

Chemicals in the oil that help protect against cancer lose their power when cooked in a frying pan, baked in the oven or heated in a microwave.

Researchers at the University of Porto in Portugal recommend that extra virgin oil should be reserved for drizzling on salads or adding to already cooked pasta dishes.

For ordinary cooking, they say it could be ?economically advantageous? to use basic olive oil instead.

The results of their study are published in the journal Food Research International.

Virginia Tech Names New Baseball Coach

Patrick Mason, a college assistant coach for 17 years, is Virginia Tech's new baseball coach.

Mason replaces Pete Hughes, who left after seven seasons to take the same job at Oklahoma.

Mason has spent the last three years on Hughes' staff, working as the pitching coach and recruiting coordinator.

Athletic director Jim Weaver says Mason is "the consummate baseball man" and that elevating him to the top spot makes sense because it should help preserve 10 commitments the Hokies have received for the two seasons ahead. He says Hughes told him of his intentions to leave on Wednesday morning and acted quickly to keep Mason on the staff.

Mason says after 17 years as an assistant, "I am ready to accept the challenge" of running his own program.

When Chicago?s gay community converges Sunday for the 44th Annual Gay Pride Parade, the celebration will be over more than unity and loving who you are.

A recent landmark U.S. Supreme Court ruling ? striking down the Defense of Marriage Act and giving married gay couples equal federal footing with other married Americans ? makes this year?s parade a historic celebration, leaders of that community say.

?This parade will be a huge celebration of this historic and landmark Supreme Court ruling that same sex couples have to have the same exact rights and responsibilities as their heterosexual counterparts,? said Rick Garcia, director of the Equal Marriage Illinois Project of Civil Rights Agenda, the state?s largest LGBT organization.

But he and other leaders in that community say the celebration will be tempered by anger over the Illinois Legislature?s failure to legalize same-sex marriage here.

?It?s going to be a great celebration, but in Illinois, same sex marriages are not recognized, and this is an opportunity for this community to stand up and say to our Legislature, ?Get the lead out and do it,?? Garcia said.

In a separate ruling last week, the Court also left in place a trial court?s declaration that California?s Proposition 8 ban was unconstitutional, clearing the way for same-sex marriages to resume there.

But the DOMA ruling did little for gay and lesbian couples in Illinois, where the Illinois House failed in its spring session to call to vote the Religious Freedom and Marriage Fairness Act passed by the Illinois Senate.

Consequently, some Illinois politicians who will be among the usual cadre of elected officials coming to show their support of that community Sunday may not find welcome.

?I think the fact that we won these great gains highlights the fact that Illinois is still laggard when it comes to equal rights, and many people are very angry at our Illinois politicians, particularly Speaker Madigan for failing to go forward with our equal marriage rights bill, even though Illinoisans according to polls favor this by a nearly 2 to 1 margin,? said Andy Thayer, of Chicago?s Gay Liberation Network.

?The parade will be an opportunity for people to express either their approval or disgust for the politicians who typically participate in it, and I think a lot of people will be given a cold shoulder,? Thayer said. ?I expect a somewhat charged atmosphere.?

The parade, which last year drew over 850,000 people to BoysTown, the heart of the city?s LGBT community, kicks off at noon Sunday, stepping off from Broadway and Montrose. The parade will then travel south on Broadway; south on Halsted; east on Belmont; south on Broadway; then east on Diversey to Cannon Drive.

The Grand Marshal for this year?s parade is openly gay former NFL football player Wade Davis, who played for the Tennessee Titans, Washington Redskins and Seattle Seahawks.

Organized by PRIDEChicago, the parade will feature over 200 entries of colorful floats, vehicles, marching bands and marchers. Many entries will have political themes, including the push for marriage equality and equal rights, organizers said.

?The parade serves as a platform for the community to both highlight our accomplishments as well as show the support from the various participants,? said Sean Kotwa, co-chair of the Northalsted Business Alliance organizing committee. ?It serves as a reminder for the accomplishments of those generations before us ? it?s important for that aspect to not be forgotten. And we continue using the parade as a vehicle for change and equality.?

Snowden's father says former contractor may return if conditions met

WASHINGTON (Reuters) - The father of former U.S. spy agency contractor Edward Snowden said in an interview that while he has not had recent contact with him, he is reasonably confident his son would return to the United States if certain conditions were met.

Those conditions could include not detaining Snowden before trial, not subjecting him to a gag order and letting him choose the location of his trial, NBC News said on Friday.

The NBC report added that Lonnie Snowden plans to make those points in a letter to U.S. Attorney General Eric Holder to be sent through his lawyer later on Friday. Representatives for the Justice Department could not be reached immediately for comment on the letter.

Lonnie Snowden, in part of the NBC interview that aired on the "Today Show," also said he is concerned that his son, a former contractor for the National Security Agency, was being manipulated by others, including people from the anti-government secrecy group WikiLeaks.

"I am concerned about those who surround him," he told NBC. "Wikileaks - if you look at past history - their focus isn't necessarily the Constitution of the United States. It's simply to release as much information as possible. So that alone is a concern for me."

Edward Snowden, an American, fled the United States to Hong Kong in May, a few weeks before publication in the Guardian and the Washington Post of details he said he provided about secret U.S. government surveillance of Internet and phone traffic.

He faces espionage charges in the United States and has requested political asylum in Ecuador. He has not been seen since he arrived in Moscow on Sunday, but Russian officials said he was in a transit area at Sheremetyevo airport.

Snowden's father said he has not had contact with his son since April, NBC reported.

"I love him. I would like to have the opportunity to communicate with him. I don't want to put him in peril," he said in the interview.

Lonnie Snowden said he did not think his son had committed treason, even though his son broke U.S. laws in releasing details about the federal monitoring programs.

"He has betrayed his government, but I don't believe that he's betrayed the people of the United States," he said.

Kerry resumes tough Israeli-Palestinian peace drive

AMMAN (Reuters) - Secretary of State John Kerry's drive to revive Middle East peace talks hit familiar warning signals on Thursday as Israel's prime minister stressed security needs and a Palestinian negotiator denounced Israeli settlement building.

Kerry, on his fifth visit to the region, will hold separate talks with Jordan's King Abdullah and Palestinian President Mahmoud Abbas in Amman and Israeli Prime Minister Benjamin Netanyahu in Jerusalem over the next three days.

Israeli settlement building on occupied land Palestinians seek for a state remains a main stumbling block to the resumption of peace talks that collapsed over the issue in 2010.

Kerry's arrival in Amman on Wednesday coincided with news that Israel had approved 69 new housing units in a Jewish settlement in East Jerusalem, while building continues elsewhere.

"Obviously steps like this are unhelpful, but we remain hopeful that both parties will recognize the opportunity and the necessity to go back to the table," the State Department said.

Palestinian President Mahmoud Abbas has long demanded that settlement activity stop before peace talks resume, despite U.S. and Israeli calls for negotiations without preconditions.

"Settlement activity in and around occupied East Jerusalem is one of the main reasons why the two-state solution is disappearing, as without East Jerusalem there will be no Palestinian state," Palestinian negotiator Saeb Erekat said.

Israeli Prime Minister Benjamin Netanyahu, professing his support for creation of a Palestinian state, which he says must be demilitarized, has quietly frozen housing starts in settlements in the occupied West Bank and East Jerusalem.

But in a speech on Thursday, he appeared to put the United States on notice that he would stick to his security demands even at the risk of failed peace efforts should they resume.

Israelis, he said, "do not want a bi-national state" but they understand that security is a "fundamental condition for our existence".

Netanyahu has called for an Israeli military presence along the eastern border of a Palestinian state, a demand opposed by Abbas, and spoken of the danger of rocket fire at Israel from the West Bank unless tough security arrangements are agreed.

SEPTEMBER TARGET

Kerry has revealed few details of his strategy to bring the sides together. But he has said he wants to show progress before September, when the United Nations General Assembly, which has already granted de facto recognition to a Palestinian state, resumes its debate over the Middle East.

Israel is concerned that the Palestinians, in the absence of peace talks, could use the U.N. session as a springboard for further unilateral statehood moves.

Israeli newspapers expressed skepticism that Kerry's mission would achieve anything substantial.

"Kerry is still not trying to twist the leaders' arms to get them to sign a painful historic peace, but only to sit down together," said an editorial in Israel's popular Maariv daily.

"The fact that the Americans have become bogged down in the attempts to resume the talks is telling, in and of itself, of American weakness, and projects pessimism as to the process itself, which has not yet begun," it said.

Kerry has again called on Israeli and Palestinian leaders to take hard decisions for peace. "It is urgent because time is the enemy of a peace process," he said in Kuwait on Wednesday.

In a possible trial balloon related to Kerry's mission, Israel's Haaretz newspaper quoted an unnamed minister from Netanyahu's right-wing Likud party as saying the prime minister knew a peace deal would mean giving up most of the West Bank.

"Netanyahu understands that for a peace agreement, it will be necessary to withdraw from more than 90 percent of the West Bank and evacuate more than a few settlements," he said. "He knows this is one of the things that will be discussed."

In an address to the U.S. Congress in 2011, Netanyahu talked of a land-for-peace bargain, but gave no percentages.

The bulk of Israeli West Bank settlers live in blocs that take up 5-6 percent of the territory, so a pullout on the scale envisaged by the minister could leave most of them in place.

A spokesman for Netanyahu said he had no comment on the Haaretz report.

Most countries deem all Israeli settlements in the West Bank illegal. Israel, which captured the land in the 1967 Middle East War, disputes this. There are about 120 government-authorized settlements in the West Bank and dozens of outposts built by settlers without official sanction.

The 20 year-old actress, who recently starred opposite Zac Efron in "At Any Price," will next be seen as a key character in Jason Reitman's "Labor Day." A former professional kiteboarder, she also appeared briefly in Sofia Coppola's "The Bling Ring."

A terrifying original horror movie, "You're Next" premiered at the 2011 Toronto International Film Festival and will finally hit U.S. theaters on August 23 via Lionsgate.

TOMS Shoes Founder To Critics: We Are Not ?Holier-Than-Thou'

For a company that gives millions of pairs of shoes to the needy each year, TOMS ends up receiving a startlingly heavy amount of criticism.

The most visible of many do-good clothiers and shoemakers that promise donations to struggling countries around the world, TOMS often comes under fire for its one-for-one business model.

For every pair of shoes it sells, TOMS gives away another pair to someone in need. Some critics have called this a marketing ploy, one that makes millions by ?monetizing white guilt? and preying on rich, Western consumers who simply want to find a way to feel better about themselves.

Others say such a model lacks any real payoff for the people it aims to help because it only treats the symptoms of deep-seated poverty. In some cases, they say, TOMS undermines the local economies in the 50 countries where it gives away shoes by destroying existing footwear industries.

TOMS founder Blake Mycoskie admits he hasn?t gotten everything right from the get-go, but he doesn?t think his company should be expected to provide a panacea for poverty. He stressed that in the end, TOMS is a business, though it?s a business that also seeks to give back.

?People put us on this pedestal that we?re some holier-than-thou company,? Mycoskie said in an interview with The Huffington Post this week. ?But we?re not.?

TOMS customers don?t think they?re ?changing the world? simply by purchasing a pair of $55 shoes, Mycoskie said. They appreciate that the company isn?t keeping all its profits and instead uses that money to help those who need it most.

?I didn?t come out thinking, ?Hey we?re going to solve the world?s problems,? he said. ?We?re focused on helping people that needed something that we can provide.?

Mycoskie?s decision to make TOMS a for-profit company, instead of a nonprofit charity, was a calculated one, he said. The idea was to have the business side provide a steady stream of income to invest in his shoe giveaways.

?We?ve never had to ask anyone for a donation,? he said. ?And that shows you can sustain giving through the power of commerce.?

Now that his company is firmly established in the industry, raking in around $250 million in sales, according to Fast Company, Mycoskie aims to move the TOMS brand beyond shoes. He wants to expand his product lines to match up with the ?big needs? of the world, he said.

Though he declined to go into specifics, Mycoskie cited microfinance, clean drinking water, education supplies, school fees, buildings and food as major problems TOMS could get involved in addressing.

The company recently took a major step toward helping local economies by promising to produce one-third of the shoes TOMS gives away in the countries where they are donated, employing local workers to make them.

But Mycoskie lamented that whatever he ends up doing, some haters will likely stick around. And the bigger TOMS becomes, the louder they?ll shout.

?No matter what, you?re going to have someone who?s going to be critical,? he said. ?I invite those people to come on a trip and see the impact.?

WASHINGTON (AP) ? Far-reaching immigration legislation cruised toward passage in the Senate as House Republicans pushed ahead Wednesday on a different approach that cracks down on millions living in the United States illegally rather than offering them a chance at citizenship.

Presidential politics took a more prominent role in a long-running national debate as Sen. Marco Rubio, R-Fla., tried to reassure conservatives that many of the criticisms of the bill, which he helped write, are "just not true."

The potential 2016 White House contender said in remarks on the Senate floor it has been difficult for him "to hear the worry and the anxiety and the growing anger in the voices of so many people who helped me get elected to the Senate and who I agree with on virtually every other issue."

The political impact of the issue aside, there was no doubt that the Senate bill was on track for passage by Thursday or Friday.

Supporters posted 67 votes or more on each of three procedural tests Wednesday, far more than the 60 needed to prevail. More than a dozen Republicans sided with Democrats on each, assuring bipartisan support that the bill's backers hope will change minds in the House.

At its core, the legislation includes numerous steps to prevent future illegal immigration, while at the same time it offers a chance at citizenship for millions living in the country illegally.

It provides for 20,000 new Border Patrol agents, requires the completion of 700 miles of fencing and requires an array of high-tech devices be deployed to secure the border with Mexico.

Businesses would be required to check on the legal status of prospective employees. The government would be ordered to install a high-tech system to check on the comings and goings of foreigners at selected international airport in the United States.

Other provisions would expand the number of visas for highly skilled workers relied upon by the technology industry. A separate program would be established for lower-skilled workers, and farm workers would be admitted under a temporary program.

Some farm workers who are in the country illegally can qualify for a green card, which bestows permanent residency status, in five years.

Many of the bill's supporters also cheered a ruling from the Supreme Court that said married gay couples are entitled to the same federal benefits as heterosexual couples. The decision would allow gay married citizens or permanent residents to sponsor their foreign-born spouses for U.S. residency, and Homeland Security Secretary Janet Napolitano pledged to implement it.

The basic legislation was drafted by four Democrats and four Republicans who met privately for months to produce a rare bipartisan compromise in a polarized Senate. They fended off unwanted changes in the Senate Judiciary Committee, and then were involved in negotiations with Republican Sens. John Hoeven of North Dakota and Bob Corker of Tennessee on a package of tougher border security provisions that swelled support among Republicans.

The deal-making that smoothed the way for the bill frustrated GOP dissenters, who complained angrily on the Senate floor late Wednesday that they weren't being allowed to offer amendments. Supporters of the legislation vehemently disagreed, until Senate Majority Leader Harry Reid, D-Nev., snapped: "I've just about had it on this."

Across the Capitol, an attempt at a bipartisan deal faltered, and majority Republicans began moving ahead on legislation tailored to the wishes of conservatives and vehemently opposed by Democrats.

The House Judiciary Committee already has approved two measures and agreed to a third during the day Wednesday as it followed a piecemeal path rather than the all-in-one approach of the Senate.

The House bill approved Wednesday, on a vote of 22-9, would require businesses to check on the legal status of employees within two years, as compared with four in the Senate measure.

One of the bills approved earlier makes it a new crime to remain in the country without legal status. It also allows state and local governments to enforce federal immigration laws, an attempt to apprehend more immigrants living in the United States illegally. It encourages those living in the United States unlawfully to depart voluntarily.

The second bill that cleared last week deals with farm workers who come to the United States temporarily with government permission. Unlike the Senate legislation, it offers no pathway to citizenship.

With attention beginning to shift to the House, Rep. John Fleming, R-La., said House Speaker John Boehner, R-Ohio, had assured the rank and file they will vote on bills being written on their side of the Capitol. "We are not going to take up the Senate bill," Fleming said, quoting the speaker.

Internal divisions among Republicans, combined with overwhelming opposition among Democrats, recently sent a farm bill down to defeat in the House, and it is unclear if the GOP will be able to command a majority for its own approach to immigration legislation.

At the same time, rules generally guarantee Democrats a chance to have the full House vote on its own alternatives, and it is unclear whether they might seek the vote on the Senate bill that Republicans hope to avoid.

For now, supporters of the Senate bill contented themselves with urging the House to change their minds.

"A permanent, common-sense solution to our dysfunctional system is really in sight," said Reid. "It is my hope that our colleagues in the House will follow the Senate's lead and work to pass bipartisan reform and do it now."

Outnumbered critics said the measure fell far short of the claims made by its backers.

"It continues to promote false promises that the border would be truly secure," said Sen. Charles Grassley, R-Iowa.

A short while later, Rubio, without mentioning anyone by name, stood at his desk to slam opponents of the Senate bill for what he said are false accusations.

He said it is not true, for example, that the administration can ignore the requirements for border protection or that future Congress' can cancel funding or that it creates a taxpayer subsidy for people to buy a car or a scooter.

Nor are critics correct to claim a new 1,100-page bill was recently introduced that no one has read, he said.

"This is the exact same bill that's been publicly available for 10 weeks," he said, with the exception of about 120 pages that require tougher border security.

(AP) ? The Internal Revenue Service's screening of groups seeking tax-exempt status was broader and lasted longer than has been previously disclosed, the new head of the agency acknowledged Monday. Terms including "Israel," ''Progressive" and "Occupy" were used by agency workers to help pick groups for closer examination, according to an internal IRS document obtained by The Associated Press.

The IRS has been under fire since last month after admitting it targeted tea party and other conservative groups that wanted the tax-exempt designation for tough examinations. While investigators have said that agency screening for those groups had stopped in May 2012, Monday's revelations made it clear that screening for other kinds of organizations continued until earlier this month, when the agency's new chief, Danny Werfel, says he discovered it and ordered it halted.

The IRS document said an investigation into why specific terms were included was still underway. It blamed the continued use of inappropriate criteria by screeners on "a lapse in judgment" by the agency's former top officials. The document did not name the officials, but many top leaders have been replaced.

Democrats on the House Ways and Means Committee released 15 lists of terms that the IRS agency used and has provided to congressional investigators. Some of the lists, which evolved over time, used the terms "Progressive" and "Tea Party" and others including "Medical Marijuana," ''Occupied Territory Advocacy," ''Healthcare legislation," ''Newspaper Entities" and "Paying National Debt."

The lists were dated between August 2010 and April 2013 ? the month before the IRS targeting of conservative groups was revealed. They ranged from 11 pages to 17 pages but were heavily blacked out to protect sensitive taxpayer information.

Neither the IRS document obtained by the AP or the 15 IRS lists of terms addressed how many progressive groups received close scrutiny or how the agency treated their requests. Dozens of conservative groups saw their applications experience lengthy delays, and they received unusually intrusive questions about their donors and other details that agency officials have conceded were inappropriate.

In a conference call with reporters, Werfel said that after becoming acting IRS chief last month, he discovered varied and improper terms on the lists and said screeners were still using them.

He did not specify what terms were on the lists, but said he suspended the use of all such lists immediately. Lists from April 2013 that were released included the terms "Paying National Debt" and "Green Energy Organizations."

"There was a wide-ranging set of categories and cases that spanned a broad spectrum" on the lists, Werfel said. He added that his aides found those lists contained "inappropriate criteria that was in use."

Werfel ordered a halt in the use of spreadsheets listing the terms ? called BOLO lists for "be on the lookout for? on June 12 and formalized their suspension with a June 20 written order, according to the IRS document the AP obtained. Investigators have previously said that the lists evolved over time as screeners found new names and phrases to help them identify groups to examine.

Democrats on the House Ways and Means Committee released one of the lists, dated November 2010, that the IRS has provided to congressional investigators. That 16-page document, with many parts blacked out, shows that the terms "Progressive" and "Tea Party" were both on that list, as well as "Medical Marijuana," ''occupied territory advocacy" and "Healthcare legislation."

Rep. Sander Levin of Michigan, top Democrat on the Ways and Means panel, said he was writing a letter to J. Russell George, the Treasury Department inspector general whose audit in May detailed IRS targeting of conservatives, asking why his report did not mention other groups that were targeted.

"The audit served as the basis and impetus for a wide range of congressional investigations and this new information shows that the foundation of those investigations is flawed in a fundamental way," Levin said.

Republicans said there was a distinction. A statement by the GOP staff of House Ways and Means said, "It is one thing to flag a group, it is quite another to repeatedly target and abuse conservative groups."

George's report criticized the IRS for using "inappropriate criteria" to identify tea party and other conservative groups. It did not mention more liberal organizations, but in response to questions from lawmakers at congressional hearings, George said he had recently found other lists that raised concerns about other "political factors" he did not specify.

On Monday, Karen Kraushaar, a spokeswoman for the inspector general, said their May audit focused on terms the IRS used to pick cases to be studied for political campaign activity, which might disqualify a group from tax-exempt status.

She said the inspector general has since found other "criteria" the agency used to list potential cases, and "we are reviewing whether these criteria led to expanded scrutiny for other reasons and why these criteria were implemented."

Democratic staff on Ways and Means said in a press release that they had verified that of the 298 groups seeking tax-exempt status that George's audit had examined, some were liberal organizations ? something George's report did not mention.

Many organizations seeking tax-exempt designation were applying for so-called 501(c)(4) status, named for its section of the federal revenue code. IRS regulations allow that status for groups mostly involved in "social welfare" and that don't engage in election campaigns for or against candidates as their "primary" activity, and it is up to the IRS to judge whether applicants meet those vaguely defined requirements.

Werfel's remarks came as he released an 83-page examination he has conducted of his embattled agency. The conclusions, which Werfel cautioned are preliminary, have so far found there was "insufficient action" by IRS managers to prevent and disclose the problem involving the screening of certain groups, but no specific clues of misconduct.

"We have not found evidence of intentional wrongdoing by anyone in the IRS or involvement in these matters by anyone outside the IRS," he told reporters.

The report found no indication so far of improper screening beyond the IRS offices, mostly in Cincinnati, that examine groups seeking tax-exempt status.

Werfel's report describes several new procedures the agency is installing to prevent unfair treatment of taxpayers in the future. They include a fast-track process for groups seeking tax-exempt status that have yet to get a response from the IRS within 120 days of applying. He is also creating an Accountability Review Board, which within 60 days is supposed to recommend any additional personnel moves "to hold accountable those responsible" for the targeting of conservative groups, Werfel's report said.

The top five people in the agency responsible for the tax-exempt status of organizations have already been removed, including the former acting commissioner, Steven Miller, whom President Barack Obama replaced with Werfel.

"The IRS is committed to correcting its mistakes, holding individuals accountable as appropriate" and establishing new controls to reduce potential future problems, Werfel told reporters.

IRS screening of conservative groups had sparked investigations by three congressional committees, the Justice Department and a Treasury Department inspector general.

Werfel's comments and report drew negative reviews from one of the IRS's chief critics in Congress, Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee.

Issa said the review "fails to meaningfully answer the largest outstanding questions about inappropriate inquiries and indefensible delays. As investigations by Congress and the Justice Department are still ongoing, Mr. Werfel's assertion that he has found no evidence that anyone at IRS intentionally did anything wrong can only be called premature."

House Ways and Means Committee Chairman Dave Camp, R-Mich., whose panel is also investigating the agency, said the IRS "still needs to provide clear answers to the most significant questions ? who started this practice, why was it allowed to continue for so long, and how widespread was it? This culture of political discrimination and intimidation goes far beyond basic management failure and personnel changes alone won't fix a broken IRS."

Werfel had promised to produce a report within a month of taking over the agency.

Werfel said he briefed Obama and Treasury Secretary Jacob J. Lew on the report earlier Monday.

Werfel, initially named the IRS's acting commissioner, is now the agency's deputy principal commissioner because federal law limits the time an agency can be led by an acting official.

Rare pregnancy condition programs babies to become overweight in later life

June 24, 2013 ? Babies born to mothers who suffer from a rare metabolic complication during pregnancy are programmed to be overweight, according to a study published today in the Journal of Clinical Investigation.

The study is the first to look at the long term effects on babies born to mothers with intrahepatic cholestasis of pregnancy (ICP), also called obstetric cholestasis, a rare complication of pregnancy characterised by the build-up of bile acids in the bloodstream.

The findings add to the strong evidence that the environment that babies are exposed to in the womb is a major cause of metabolic diseases in adults.

ICP can affect up to one in 50 pregnant women in different populations. It is caused by disruption in the flow of bile, a fluid produced by the liver to help with the digestion of fats. This can result in some leakage of bile, and in particular bile salts, into the bloodstream leading to symptoms including persistent itching and complications for both mother and baby.

The researchers looked at a cohort of babies born in Northern Finland between 1985 and 1986 and identified 45 babies who were born to mothers with ICP who were of healthy weight and had no other known diseases or complications, such as diabetes.

Although there were no differences in the birth weights of these babies compared with infants born during the same period from normal pregnancies, the team found that by age sixteen, boys born from cholestatic pregnancies had a much higher body mass index, by up to four points. They also had higher levels of the hormone insulin after a period of fasting, a symptom of type 2 diabetes. Whilst the effect in girls was smaller, waist measurements from girls of the same age born to mothers with cholestasis were increased by up to 9cm and hip measurements by up to 5cm compared with girls born from normal pregnancies.

To further investigate the effects of cholestasis during pregnancy on the health of the offspring, the researchers created a mouse model of the disease by supplementing the diet of normal mice with cholic acid, a type of bile acid. Mice born from these pregnancies were also more prone to obesity and diabetes, confirming the findings from the human studies.

Dr Georgia Papacleovoulou, first author of the study from Imperial College London, explains: "This is the first evidence that cholestasis during pregnancy can have long-term effects on the health of the baby as it grows into adulthood."

Both the human and mouse studies revealed an increase in fats and excessive cholesterol transport in placentas from mothers with cholestasis compared with healthy mothers, consistent with a disruption in the metabolism of fats. The researchers propose that this shift in the nutrients supplied by the mother is likely to affect the energy balance in the unborn baby, something that could continue after the baby is born, resulting in an altered metabolism in adult life that could give rise to diseases such as obesity and diabetes.

Using another mouse model, the researchers showed that feeding bile salts to mice during pregnancy resulted in chemical changes to the DNA of the offspring, or epigenetic changes.

Professor Catherine Williamson, lead author of the study from Imperial College London and King's College London, said: "We don't yet know the exact mechanisms of how the increase in bile salts in the mothers' blood programs the unborn baby towards metabolic disease but it seems likely that epigenetics plays a role. We need to do more experiments to work out how these chemical changes to the DNA of the baby affect its ability to metabolise fats."

Dr Alison Cave, Head of Cellular, Developmental and Physiological Sciences at the Wellcome Trust, said: "We're in the grips of an epidemic of obesity and diabetes and this study adds to the increasing evidence which suggests that it may not be explained by unhealthy diets and lack of exercise alone. We know that the environment that babies are exposed to before they are born can have a huge impact on their health in later life. Studies like this are important to help us develop interventions that might be able to prevent these diseases arising in young adults."

WASHINGTON (AP) ? President Barack Obama says the United States is following legal channels on how to bring National Security Agency leaker Edward Snowden back to the U.S. He says the administration is working with other countries to make sure "the rule of law is observed."

Obama made his remark at the White House.

He was asked by a reporter if he had discussed Snowden's situation with Russian President Vladimir Putin. Obama did not respond directly to that question.

Earlier, White House spokesman Jay Carney said the United States assumes Snowden is in Russia, where he fled after leaving Hong Kong. Carney said Snowden's departure from Hong Kong after the United States requested his extradition damaged U.S.-China relations.

Officials: Egyptian villagers kill 4 Shiites

CAIRO (AP) ? Sunni Muslim villagers killed four Shiite men on Sunday, accusing them of trying to spread their version of Islam, according to Egyptian security officials.

The four were beaten to death in Giza province, near the capital, Cairo, in one of the most serious sectarian incidents in Egypt in recent months.

The Health Ministry confirmed the death toll, adding that scores of Shiites were seriously injured in the attack.

About 3,000 angry villagers, including ultraconservative Salafis, surrounded the house of Shiite leader Hassan Shehata, threatening to set it on fire if 34 Shiites inside did not leave the village before the end of the day, according to the officials. When they refused, villagers attacked them, dragged them along the ground, and partially burned the house, the officials said.

The Shiites were performing religious rituals outside the house when they were attacked, according to the officials, who spoke on condition of anonymity because they were not authorized to brief reporters.

Sectarian violence has increased over the past two years, but usually the targets of Muslim extremists have been Christians, not Shiites, who have only a small presence in overwhelmingly Sunni Egypt. Christians make up about 10 percent of the population.

Sunday's attack came several days after a number of Salafis insulted Shiites during a rally attended by Egypt's Islamist President Mohammed Morsi, who listened silently while remaining impassive.

A Salafi preacher, Mohammed Hassan, called on Morsi "not to open the doors of Egypt" to Shiites, saying that "they never entered a place without corrupting it."

Salafis consider Shiite as heretics.
