Deal reached for stopping spike in milk prices

WASHINGTON (AP) ? The top leaders in both parties on the House and Senate Agriculture committees have agreed to a one-year extension of the 2008 farm bill that expired in October, a move that could head off a possible doubling of milk prices next month.

Senate Agriculture Committee Chairman Debbie Stabenow, D-Mich., indicated the House could vote on the bill soon, though House leaders have not yet agreed to put the bill on the floor. In addition to the one-year extension that has the backing of the committees, the House GOP is also considering two other extension bills: a one-month extension and an even smaller bill that would merely extend dairy policy that expires Jan. 1.

Expiration of those dairy programs could mean higher prices at the grocery store within a few weeks. Agriculture Secretary Tom Vilsack said Americans face the prospect of paying $7 for a gallon of milk if the current dairy program lapsed and the government returned to a 1948 formula for calculating milk price supports.

A spokesman for House Speaker John Boehner said Sunday that Republican leaders had not decided how they would proceed on the farm extension, though a vote could come as soon as Monday. Boehner has pushed back on passage of a new five-year farm bill for months, saying there were not enough votes to bring it to the House floor after the House Agriculture Committee approved it in July. The Senate passed its version of a farm bill in June.

The prospect of higher milk prices has motivated some action. The bipartisan extension also includes disaster assistance to farmers affected by a lingering drought this year, along with extensions to other farm programs that expired in October.

Instead of just extending current dairy policy, the extension bill includes an overhaul of dairy programs that was included in both the Senate and House committee bills. The new dairy programs include a new, voluntary insurance program for dairy producers. Those who choose that new program also would have to participate in a market stabilization program that could dictate production cuts when oversupply drives down prices ? an idea that hasn't gone over well with Boehner.

In July, he called the current dairy program "Soviet-style" and said the new program would make it even worse. Large food companies that process and use dairy products have backed Boehner, saying the program could limit milk supplies and increase their costs.

Stabenow blamed Boehner for getting to the point where an extension is the only option. "The lack of action by the House Republican leadership has put us in a situation where we risk serious damage to our economy unless we pass a temporary extension," she said.

One of the reasons Boehner has balked at bringing up a farm bill is disagreement within his caucus over how much money should be cut from food stamps, which make up roughly 80 percent of the half-trillion-dollar bill's cost over five years. House Agriculture Chairman Frank Lucas, R-Okla., has unsuccessfully pushed his leadership for months to move on the legislation despite the disagreement over food aid.

On Sunday, Lucas said he hoped the extension would pass both chambers quickly as GOP leadership mulled their options.

"It is not perfect ? no compromise ever is ? but it is my sincere hope that it will pass the House and Senate and be signed by the president by Jan. 1," he said.

Mayor-elect Kirk Caldwell announces key 'historical' appointments

Mayor-elect Kirk Caldwell, who will be sworn into office on January 2, 2013, announced Saturday his appointments in the Mayor's Office, Managing Director's Office, and for the directorships of city agencies.

Ember Shinn has been named Managing Director, marking the first time in Honolulu history that a woman has been appointed to this key city management post.? The transition team received over 400 applications for employment with the new administration.

"I'm excited about the team we're building to manage the city," said Caldwell.?? "I'm proud of the fact that Ember will be the first woman Managing Director, and that we will have top people in my administration who are so dedicated to public service.?? What was striking in the interviews was that people chose to work for government because they want to accomplish something for the community and they feel they can make a difference."

Ember Shinn ? Managing Director.? Shinn served as the executive assistant to Acting Mayor Caldwell in 2010.? Shinn returned home to Hawaii in 2001, retired from the practice of law, and worked for the State House of Representatives as staff attorney for the Judiciary Committee and as special assistant and Chief of Staff for the Speaker of the House.

Georgette Deemer ? Deputy Managing Director.? Deemer served as the Director of Communications for the House of Representatives, where she worked with Caldwell when he was the House Majority Leader.? She served for 15 years as the State of Hawaii Film Commissioner under the Ariyoshi, Waihee and Cayetano administrations where she developed working relationships with city, state and federal agencies for film permitting for local, national and international production.? She oversaw the design, construction and management of the Hawaii Film Studio at Diamond Head.? Four Innovation Trends to Watch in 2013 - Michael Schrage ...

The OECD economies may be sluggish; America may or may not hurtle over fiscal cliffs; and BRICs may not be growing quite as fast as their champions hoped. But adversity (almost) always creates economic opportunity. Digital media continue to be springboards for global innovation and enterprise. North America's fracking fever has proviked experts (who once feared the world had passed Hubbert's Peak) to predict the US will soon be a net energy exporter. Human ingenuity ? increasingly augmented by technical amplifiers ? remains the most remarkable renewable resource.

So here are four innovation ideas ? themes, really ? sure to gain significantly greater mind- and market-share over the coming year. What do they all have in common? Individual empowerment.

'Badges? We Don't Need No Stinkin' Badges!'

With apologies to John Huston, yes we do. From Khan Academy to Coursera to edX to the O'Reilly School of Technology, badges increasingly enjoy consideration as human capital's coin of the the realm for online education. Valid and verifiable accreditation is an exponentially growing challenge for virtual educators ? and their students ? worldwide. What should it mean to employers that someone has successfully completed a core course in Machine Learning or Hadoop? What does an executive education badge from an Instituto de Empresa, an Insead or Hitotusbashi say about the curricular competences of its holder? What badges will dramatically increase a job candidate's hireability or promotability?

Linked-In endorsements are lovely, but the demand for meaningful and measurable affirmation and accreditation will have profound effects on both higher and executive education. Badging bandwidth will further expand as the IBMs, Accentures, Schlumbergers and professional societies decide that they, too, want to brand the expertise of their training programs and people. Craft unions and other skilled labor organizations also seem destined to bring badging to their memberships. Will badges require successful course completion? Or will be badges be won by passing a demanding array of standardized virtual tests?

Course content, quality and participation won't ultimately determine the triumph of the online educational revolution. The ability to measure and assess real learning and skills acquisition in virtual environments will. Badges ? not digital diplomas ? seem to be the best and likeliest bet on accreditation's future. What policies and programs is your organization developing around badges? Do your hiring/promotion processes recognize badges? Badges will be key variables in human capital evaluation. Is HR your best badgemeister?

Second Screens and Monetizing Multitasking

Attention is no longer undivided. Multitasking rules. Kindle readers tweet commentary about the ebooks and magazines they're reading; folks chatting on their iPhones use their tablets to turn real-time conversations into livestreamed blogs. The mix of device mobility and multiplicity makes people into multimedia 'prosumers;' nobody is doing 'just one thing' anymore.

Hollywood and content creators worldwide have taken notice and readjusted their business models accordingly. Television shows are no longer broadcast ? or streamed ? to be watched; they're supposed to be tweeted and/or otherwise reengaged. "Late Night with Conan O'Brien" invites its viewers to download a 'watchalong' app. Disney 'Second Screen' offers 'playalong' apps for movie classics ranging from 'Bambi' to 'The Lion King.' Bravo encourages and expects viewers of its cult shows to tweet their real-time reactions to the world.

Instead of forcing people to overwhelmingly focus their time and attention on a single screen, broadcasters, sports teams and "appreneurs" increasingly seek to monetize divided attention spans by promoting multidevice engagement. Multitasking has evolved from a distraction and diversion to a financial focus wherever digital content lives. The phenomenon is global: Chinese and Indian yuppies increasingly carry two devices. So do the emerging middle classes in Brazil and Colombia. Monetizing multitasking will be mass media challenge, not a province of the elites.

Of course, "second screening" won't be just a consumer behavior. Personal productivity both at home and at work will depend on finding ways to integrate how multiple devices work together to amplify individual performance. Designing for multidevice/multitasiking second- (and third-) screen engagement is in its earliest phases. But the designs it inspires are exactly what Apple, Amazon, Google, Samsung, Nokia and Microsoft are looking for.

Taking 'Recofriendations' More Seriously

What friends and colleagues "like" is useful to know. But is it enough? While recommendation engines have been fantastically successful for the Amazons and Netflixes, they remain relative underachievers given their technical and algorithmic potential. Both in theory and practice, social media platforms like Facebook, Twitter, Pinterest, Yelp and Reddit have the data and analytics to transform how "likes" get
translated into insight and advice.

"Recommenders" that go beyond alerting/notifying you that "friends you know" like this movie or have read that article are emerging. Just as Gmail now begins to suggest "other" people you might send that email to, Facebook, Amazon and LinkedIn will increasingly make recommendations based on your "successful" web behaviors. "Social Reader"-like notifications will give way to more sophisticated reasons and rationales for recommendation. Recommendations will be more like "Here's why..." than "Hey!"

Find a particularly helpful answer on Quora? You'll have a recommender suggest who on Outlook/Gmail/Linked-In and/or Facebook should be forward an excerpt. Did you just book a flight on Expedia or enter travel plans on your Calendar? Then your recommender will suggest which friends and/or acquaintances you might wish to contact when you're there. Preparing PowerPoint/Keynote presentations with a few facts a tad fuzzier than you might like? Your recommender offers up names drawn from your social networks of possible "reviewers" for your iffier slides.

Simply put, recommendation engine technology will be repurposed to better align what you're digitally doing with which particular friends/colleagues/acquaintances would likely be most interested in learning about it ? and vice versa.

As with multitasking above, "recofriendation engines" may prove as valuable for professionals seeking a productivity boost as for people looking to go beyond "notifications" and tweets for engaging friends. Will there be battles and skirmishes about
the privacy implications? There always are. Otherwise, what's not to "like?"

Fed Up Entrepreneurship

Critics harshly declare Ben Bernanke's Federal Reserve hates savers and retirees. Certainly, equity investors believe the Fed's low interest rate policies make the stock market a better bet for higher returns. "The [Fed] has created an environment where there is no effective alternative to stocks," Omega Advisors CEO Leon Cooperman told CNBC the week before Christmas. "...Half the stocks in the market are now yielding more than fixed income. You have to go back to 1958 to see that kind of condition."

Controversies about the efficacy of the Fed's policies at stimulating economic growth notwithstanding, Bernanke's declaration that interest rates will be kept low until unemployment rates dramatically improve signal a profound shift in the investment environment. Investors looking for higher returns will increasingly look to more
innovative alternatives.

Will lower interest rates make venture capital a more appealing option? Preliminary data suggest not. According to a PriceWaterhouse Coopers preliminary review, 2012 venture funding has actually declined. "Investment for the first three quarters of the year was $20 billion into 2,661 deals, a level well below this point last year, making it likely that 2012 will fall short of 2011 in terms of both dollars and deal volume," the PwC release asserted.

The numbers don't lie. However, a slower-growth economy and near-zero interest rates strongly suggest that entrepreneurs may find it easier to make the case that their ventures ? even on a risk-adjusted basis ? might be worth serious consideration. Entrepreneurship as an "alternative investment" may hold growing appeal to institutional investors seeking "growth stories" and diversification options.

While everyone, of course, looks for the next Google and Facebook, the reality is that globally, innovation opportunities in bio/nano/info-technologies continue to emerge. Who would have picked hydraulic fracturing as a disruptive business/technology breakthrough in 2002?

How angel investment, corporate venturing or institutionalized venture capital innovatively responds to Fed policy remains to be seen. But the relative paucity of returns on more traditional investments and the increasingly appeal of innovation opportunities suggest that there may never be a better time to be a charismatic entrepreneur with a scalable prototype.

Regular marijuana use by teens continues to be a concern

Dec. 19, 2012 ? Continued high use of marijuana by the nation's eighth, 10th and 12th graders combined with a drop in perceptions of its potential harms was revealed in this year's Monitoring the Future survey, an annual survey of eighth, 10th, and 12th-graders conducted by researchers at the University of Michigan. The survey was carried out in classrooms around the country earlier this year, under a grant from the National Institute on Drug Abuse (NIDA), part of the National Institutes of Health.

The 2012 survey shows that 6.5 percent of high school seniors smoke marijuana daily, up from 5.1 percent five years ago. Nearly 23 percent say they smoked it in the month prior to the survey, and just over 36 percent say they smoked within the previous year. For 10th graders, 3.5 percent said they use marijuana daily, with 17 percent reporting past month use and 28 percent reporting use in the past year. The use escalates after eighth grade, when only 1.1 percent reported daily use, and 6.5 percent reported past month use. More than 11 percent of eighth graders said they used marijuana in the past year.

The Monitoring the Future survey also showed that teens' perception of marijuana's harmfulness is down, which can signal future increases in use. Only 41.7 percent of eighth graders see occasional use of marijuana as harmful; 66.9 percent see regular use as harmful. Both rates are at the lowest since the survey began tracking risk perception for this age group in 1991. As teens get older, their perception of risk diminishes. Only 20.6 percent of 12th graders see occasional use as harmful (the lowest since 1983), and 44.1 percent see regular use as harmful, the lowest since 1979.

A 38-year NIH-funded study, published this year in the Proceedings of the National Academy of Sciences, showed that people who used cannabis heavily in their teens and continued through adulthood showed a significant drop in IQ between the ages of 13 and 38 -- an average of eight points for those who met criteria for cannabis dependence. Those who used marijuana heavily before age 18 (when the brain is still developing) showed impaired mental abilities even after they quit taking the drug. These findings are consistent with other studies showing a link between prolonged marijuana use and cognitive or neural impairment.

"We are increasingly concerned that regular or daily use of marijuana is robbing many young people of their potential to achieve and excel in school or other aspects of life," said NIDA Director Nora D. Volkow, M.D. "THC, a key ingredient in marijuana, alters the ability of the hippocampus, a brain area related to learning and memory, to communicate effectively with other brain regions. In addition, we know from recent research that marijuana use that begins during adolescence can lower IQ and impair other measures of mental function into adulthood."

Research clearly demonstrates that marijuana has the potential to cause problems in daily life or make a person's existing problems worse. In one study, heavy marijuana abusers reported that the drug impaired several important measures of well-being and life achievement, including physical and mental health, cognitive abilities, social life, and career status.

"We should also point out that marijuana use that begins in adolescence increases the risk they will become addicted to the drug," said Volkow. "The risk of addiction goes from about 1 in 11 overall to about 1 in 6 for those who start using in their teens, and even higher among daily smokers."

Use of other illicit drugs among teens continued a steady modest decline. For example, past year illicit drug use (excluding marijuana) was at its lowest level for all three grades at 5.5 percent for eighth graders, 10.8 percent for 10th graders, and 17 percent for 12th graders. Among the most promising trends, the past year use of Ecstasy among seniors was at 3.8 percent, down from 5.3 percent last year.

"Each new generation of young people deserves the chance to achieve its full potential, unencumbered by the obstacles placed in the way by drug use," said Gil Kerlikowske, director of National Drug Control Policy. "These long-term declines in youth drug use in America are proof that positive social change is possible. But now more than ever we need parents and other adult influencers to step up and have direct conversations with young people about the importance of making healthy decisions. Their futures depend on it."

The survey also looks at abuse of drugs that are easily available to teens because they are generally legal, sometimes for adults only (tobacco and alcohol), for other purposes (over-the-counter or prescribed medications; inhalants), or because they are new drugs that have not yet been banned. Most of the top drugs or drug classes abused by 12th graders are legally accessible, and therefore easily available to teens.

For the first time, the survey this year measured teen use of the much publicized emerging family of drugs known as "bath salts," containing an amphetamine-like stimulant that is often sold in drug paraphernalia stores. The data showed a relative low use among 12th graders at 1.3 percent. In addition, the survey measured use of the hallucinogenic herb Salvia, finding that past year use dropped among 10th and 12th graders, down to 4.4 percent for 12th graders from last year's 5.9 percent.

Abuse of synthetic marijuana (also known as K-2 or Spice) stayed stable in 2012 at just over 11 percent for past year use among 12th graders. While many of the ingredients in Spice have been banned by the U.S. Drug Enforcement Administration, manufacturers attempt to evade these legal restrictions by substituting different chemicals in their mixtures. Another drug type -- inhalants -- continues a downward trend. As one of the drugs most commonly used by younger students, the survey showed a past year use rate of 6.2 percent among eighth graders, a significant drop in the last five years when the 2007 survey showed a rate of 8.3 percent.

The data shows a mixed report regarding prescription drug abuse. Twelfth graders reported non-medical use of the opioid painkiller Vicodin at a past year rate of 7.5 percent. Since the survey started measuring its use in 2002, rates hovered near 10 percent until 2010, when the survey started reporting a modest decline. However, past year abuse of the stimulant Adderall, often prescribed to treat ADHD, has increased over the past few years to 7.6 percent among high school seniors, up from 5.4 percent in 2009. Accompanying this increased use is a decrease in the perceived harm associated with using the drug, which dropped nearly 6 percent in the past year -- only 35 percent of 12th graders believe that using Adderall occasionally is risky. The survey continues to show that most teens who abused prescription medications were getting them from family members and friends.

The survey also measured abuse of over-the-counter cough and cold medicines containing dextromethorphan-5.6 percent of high school seniors abused them in the past year, a rate that has held relatively steady over the past five years.

The 2012 results also showed a continued steady decline in alcohol use, with reported use at its lowest since the survey began measuring rates. More than 29 percent of eighth graders said they have used alcohol in their lifetime, down from 33.1 percent last year, and significantly lower that peak rate of 55.8 percent in 1994. For 10th graders, 54 percent of teens reported lifetime use of alcohol, down from its peak of 72 percent in 1997. Binge drinking rates (five or more drinks in a row in the previous two weeks) have been slowly declining for eighth graders, at 5.1 percent, down from 6.4 percent in 2011, and 13.3 percent at their peak in 1996.

Cigarette smoking continues at its lowest levels among eighth, 10th and 12th graders, with dramatic long-term improvement. Significant declines were seen in lifetime use among eighth graders, down to 15.5 percent from last year's 18.4 percent, compared to nearly 50 percent at its peak in 1996. Significant declines were also seen in 10th grade lifetime use of cigarettes, down to 27.7 percent from 30.4 percent in 2011. Peak rates for 10th graders were seen in 1996 at 61.2 percent. For some indicators, including past month use in all three grades, cigarette smoking remains lower than marijuana use, a phenomenon that began a few years ago.

The survey also measures several other kinds of tobacco delivery products. For example, past year use of small cigars was reported at nearly 20 percent for 12th graders, with an 18.3 percent rate for hookah water pipes.

"We are very encouraged by the marked declines in tobacco use among youth. However, the documented use of non-cigarette tobacco products continues to be a concern," said Howard K. Koh, M.D., M.P.H., assistant secretary for health for the U.S. Department of Health and Human Services. "Preventing addiction includes helping kids be tobacco free so they can enjoy a fighting chance for health."

Overall, 45,449 students from 395 public and private schools participated in this year's Monitoring the Future survey. Since 1975, the survey has measured drug, alcohol, and cigarette use and related attitudes in 12th-graders nationwide. Eighth and 10th graders were added to the survey in 1991. Survey participants generally report their drug use behaviors across three time periods: lifetime, past year, and past month. Questions are also asked about daily cigarette and marijuana use. NIDA has provided funding for the survey since its inception by a team of investigators at the University of Michigan at Ann Arbor, led by Dr. Lloyd Johnston. Judge, 3 family members are beheaded in Ukraine

KIEV, Ukraine (AP) ? Ukrainian police are investigating the grisly murder of a judge and three family members whose decapitated bodies were discovered over the weekend in the judge's apartment, officials said Monday.

The beheaded bodies of Judge Volodymyr Trofimov, 58, his wife, son and the son's girlfriend were discovered by the judge's stepson, who came to visit the family Saturday in their apartment in the eastern city of Kharkiv, federal officials said.

The heads are still missing, Interior Minister Vitaly Zakharchenko said.

Investigators believe the slayings could either be related to Trofimov's work or to his renowned antique collection, Interior Ministry spokesman Serhiy Burlakov said.

There were no obvious signs of a break-in and police believe that two perpetrators had carefully prepared for the crime, Zakharchenko said. Authorities have promised a 200,000 hryvna ($24,000) reward for those with information that would help track down the killers.

Trofimov has ruled in several thousand cases during this 30-year career as a judge and the slayings took place on a national Ukrainian holiday for judges.

Ukrainians are widely dissatisfied with their country's Soviet-style justice system, in which more than 90 percent of the cases end with guilty verdicts. Among the Council of Europe's 47 member states, Ukrainians make up the fourth largest number of complaints filed to the European Court of Human Rights.

The perpetrators could also have been looking for Trofimov's internationally-known coin collection, or his collections of ceramic figurines, medals and antique furniture.

Some of the judge's belongings were missing from his apartment, according to investigators, who would not provide further details.

Trofimov's murder was reminiscent of the 2000 killing of investigative journalist Heorhiy Gongadze, whose beheaded body was found in a forest outside Kiev. Gongadze's head was discovered some 10 years later based on the testimony of a suspect who is currently on trial for his murder. Three former police officers have been convicted of carrying out the killing, but the masterminds of the crime have not been brought to justice.

Trofimov is survived by his father, a 90-year-old former judge, and his 86-year-old mother, the Interfax news agency reported.

Iran leader gets the clicks with Facebook rumor

(AP) ? A Facebook page purportedly created by Iran's Supreme Leader Ayatollah Ali Khamenei attracted nearly 10,000 followers on Tuesday although the site's content and style raise serious questions about its authenticity.

Iranian authorities had no immediate comment on the site, which apparently went online last week but only recently gained prominence among social media watchers. Despite the possibility that it is a hoax, the page has generated at least 170 comments ? laudatory and derogatory, and nearly all in Farsi ? that highlight the deep political divisions in Iran and possibly opposition fervor from expatriate Iranians.

One post compared Khamenei to a celebrated ruler of ancient Persia, Cyrus the Great, who significantly expanded the Persian empire 2,500 years ago.

Another wrote: "Mr. Khamenei, how are you visiting this page? With proxy?"

It was a reference to Iran's blocking of Facebook and many other Western social media sites, and the efforts to bypass the restrictions using proxy server links from outside Iran.

The U.S. State Department said Monday it will keep tabs on the page, but had no comment on whether it was genuine or not. Spokeswoman Victoria Nuland joked that Washington is curious how many "likes" the Khamenei page receives.

But much about the page ? including an informal photo of Khamenei riding in a car ? suggested it was not sanctioned by Iran's top leader. It is also highly unlikely that Khamenei would endorse a banned outlet such as Facebook.

The Net is not unknown territory for Iranian leaders, however. Khamenei, President Mahmoud Ahmadinejad and others have official websites. Also, some senior Iranian clerics issue religious opinions by email.

Millions face higher taxes real soon without fix

WASHINGTON (AP) ? Millions of families and businesses will get hit by big tax increases a lot sooner than many realize if Congress and the White House don't agree on a plan to skirt the year-end fiscal cliff of higher tax rates and big government spending cuts.

In fact, they already have.

More than 70 tax breaks enjoyed by individuals and businesses expired at the end of 2011. If Congress doesn't extend them retroactively back to the beginning of this year, a typical middle-class family could face a $4,000 tax increase when it files its 2012 return in the spring, according to an analysis by H&R Block, the tax preparing giant.

At the same time, businesses could lose dozens of tax breaks they have enjoyed for years, including generous credits for investing in research and development, write-offs for restaurants and retail stores that expand or upgrade, and tax breaks for financial companies with overseas subsidiaries.

Even if Congress does act, last-minute changes to federal tax laws could make it difficult for taxpayers to figure out their 2012 tax bills.

"We're really expecting this upcoming tax season to be one of the more challenging ones on record," said Kathy Pickering, executive director of The Tax Institute at H&R Block. "For your 2012 returns there's so much confusion about what will be impacted."

Much of Washington is consumed by negotiations over how to address automatic tax increases scheduled to take effect next year. That's when tax cuts first enacted under President George W. Bush, and extended under President Barack Obama, are scheduled to expire. A temporary reduction in the Social Security payroll tax is set to vanish as well.

Obama wants to let the Bush-era tax cuts expire on incomes above $200,000 for individuals and $250,000 for married couples, while extending the tax cuts for people making less.

House Speaker John Boehner and other Republicans have said they are open to more tax revenue through reducing or eliminating unspecified tax breaks. But Boehner, R-Ohio, late last week moved toward the president's position, proposing raising top rates for people earning more than $1 million in exchange for deeper spending cuts, particularly in health care and other mandatory spending programs.

Obama has not accepted that offer, according to people familiar with the talks, but Boehner's offer suggests that the negotiations are being renewed after appearing stalled just days ago.

Lost in the debate is a big package of tax breaks that already expired for 2012. Lawmakers in both parties say they expect those tax cuts to be addressed in any deal to avoid the "fiscal cliff." But they don't want to deal with them separately because that would reduce pressure to reach a broader budget agreement.

The biggest tax increase facing individuals for this year is the alternative minimum tax, or AMT. The tax was first enacted in 1969 to ensure that wealthy people can't use tax breaks to avoid paying any federal taxes. The AMT, however, was never adjusted for inflation, so Congress routinely does that to keep it from imposing hefty tax increases on millions of middle-income families.

Congress last adjusted the AMT in 2010, and about 4 million taxpayers paid it 2011. Without a new adjustment for the 2012 tax year, the AMT would reach an additional 28 million taxpayers, increasing their tax bill by an average of $3,700.

The tax would affect individuals making more $33,750 and married couples making more than $45,000, according to the Internal Revenue Service.

Other expired tax breaks include deductions for college expenses, deductions for state and local sales taxes, and a $250 deduction for teachers who buy classroom supplies with their own money. The sales tax deduction is geared toward taxpayers in states without state income taxes: Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming.

The tax increases could vary greatly, depending on how much money a person makes and which deductions they qualify for. For example, a single man making $65,000 who paid $6,000 in college tuition and fees would get a tax increase of $837, mainly because he would lose a deduction for college expenses, according to the H&R Block analysis.

A married couple with two young children and a $100,000 income could face a tax increase of more than $6,600, if they live in a state that doesn't have a state income tax. Most of that increase ? about $4,015 ? would come from the AMT. The AMT would also reduce their tax credits and they would lose a deduction for paying state and local sales taxes.

The AMT is expensive to fix. A two-year adjustment passed by the Senate Finance Committee last summer would save middle-income taxpayers a total of $132 billion in 2012 and 2013, according to the Joint Committee on Taxation, the official scorekeeper for Congress. The bill addressed many of the tax breaks that expired for 2012, and the committee passed it with bipartisan support. But the full Senate never considered it.

The AMT adjustment also includes a rule that affects the way tax credits are calculated for millions of taxpayers, even if they don't have to pay the AMT, the IRS said. These taxpayers may not necessarily face a tax increase, but there could be delays in processing their returns.

Congress has always adjusted the AMT in the past, and the IRS is preparing as if lawmakers will do so again, acting IRS Commissioner Steven T. Miller said in a recent letter to members of Congress. If lawmakers don't address the AMT, about 60 million taxpayers, nearly half of all individual filers, would have to wait until late March ? if not later ? to file their returns while the IRS reworks its systems, Miller said.

"Essentially, IRS has said it will be chaos ? chaos! ? trying to make it work," said Rep. Sander Levin of Michigan, the ranking Democrat on the tax-writing House Ways and Means Committee.

Basic facts on Egypt's constitution referendum

(AP) ? Egyptians vote Saturday in a highly contentious referendum on a new constitution to replace the one suspended after the 2011 revolution. Here are some basic facts and figures on the vote.

? There are two rounds of voting ? the first on Saturday and the second on Dec. 22. Polls open at 8:00 am and close at 7:00 pm local time.

? The ballot paper has two options: "agree" or "don't agree."

? More than 26 million people in 10 of Egypt's 27 provinces are eligible to vote. Saturday's voting includes Egypt's most populated cities, Cairo and Alexandria, which together account for nearly nine million voters. Also voting will be Nile Delta provinces in which both Islamists ? who have urged the passage of the referendum ? and former backers of Mubarak's toppled regime ? likely to oppose it, along with liberals, secularists, Christians, and others ? have support networks.

? More than 25 million Egyptians in the remaining 17 other provinces, including Cairo's twin city of Giza and provinces in both the Delta and the south, will vote in the second round.

? Authorities say 7,000 judges are to oversee 6,000 polling stations in the first round. Ballot counting takes place inside the stations just after the closure of polls.

? The main international group that monitored previous Egyptian votes, the Carter Center, will not deploy observers this time around. Local monitoring groups have protested new regulations that require they receive permits from the state-run National Council for Human Rights, instead of obtaining permits directly from the Election Committee as they have in the past.
